1.3 Procedure followed in the decision making process, including channels of supervision and accountability [Section 4(1)(b)(iii)]

  1. Process of decision making Identify key decision making points
    Director exercises all administrative and financial powers as may be delegated by the Executive Board. In the absence of Director, Principal Publication Officer/Assistant Directors performs all the routine duties of the Director.
  2. Final decision making authority
    All the decisions are taken in the Annual Meeting of the Council and Executive Board. The decisions taken are implemented by the Director through subordinate officers.
  3. Related provisions, acts, rules etc.

    Administrative/Establishment/Financial matter as per the Central Civil Services Rules prescribed by the Union Ministers.
    Recruitment and Modifies Assured Career Progression as per the provisions of recruitment rules and guidelines issued by the DoPT.
    The various decisions are taken as per the rules and norms laid down in various documents of Govt. of India like Memorandum of Association (MoA), Service Rules, Recruitment Rules, Fundamental Rules and Service Rules, Pension Rules, Leave Rules, Travelling Allowance Rules.
    All Govt. of India Rules and Regulations including the norms as laid down in various schemes being operated by the Council.
